Howto configure Easy-slow-down-manager?

Hello,
my processor provides the frequencies 2.3GHz, 1.6GHz, 1.2 GHz. If i switch to the silent/quiet mode (Fn-F8), only 1.2GHz is supported (cpufreq-info). So i think that there must be something that combines an easy-slow-down-manager-mode with a maximum cpu frequency. Is there any ability to assign a cpu-frequency range to an easy-slow-down-manager-mode?
Is there any ability to assign a governor (ondemand, conservative, etc.) to an easy-slow-down-manager-mode?
