A new little package is now on my repository, initscript-conservative.
It's nothing special, it simply enables 'conservative' cpu governor at boot instead of 'ondemand', the default one.

The ondemand one works quite well

You are right.
I just added because a friend asked for it. I don't know why he needs it, however.
