Does the hibernation option on windows 7 use any battery power? My computer takes a long time to boot up (sketchy hard drive), but only takes about 15 seconds to load up from hibernation. But, I carry my laptop around with me all day, would hibernating it consume any battery life?

If it is "real" hibernation (not new complex "sleep") - then after hibernation is done - note is switched OFF. No any power consumption except normal "background" battery leakage (as physical process).

It depends (seconds to boot WAKE UP):
1. Overall your RAM (1, 2 or 4 GB etc);
2. Numbre of loaded applications (as Word, mail, IE, hot sex picture viewer etc) and memory consumed by them;
3. Speed of your HDD/SSD;
4. Speed of your CPU(-s);
5. Settings in Win for "...-fetch" services - because many things could be loaded during/after you discover "expected" screen with desktop.

No, if you will not put your NB in conditions harder then > +30C or < -5-10C
